WorldQuant Learning Expands Executive Team to Lead Next Phase of Growth

WorldQuant Educational Technologies LLC, doing business as WorldQuant Learning™, an education technology company, today announced the expansion of its executive team with the appointments of Celeste Martinell as Chief Operating Officer and Tim Tomlinson as Chief Technology Officer. The appointments come as WorldQuant Learning scales Keystone™, its intelligent curriculum platform, and WorldQuant Learning Skill Labs™, its hands-on technical learning platform, across higher education, executive education, and workforce learning.

The appointments come as institutions face mounting pressure to build, maintain, and evolve programs faster, at scale, and without sacrificing quality.

Martinell joins WorldQuant Learning from AllCampus, where she served as Chief Operating Officer, focused on transforming business operations through automation and AI to drive revenue and profitability. She brings more than two decades of experience building and scaling recurring-revenue businesses across SaaS, higher education services, and technology-enabled platforms, with a sustained track record of modernizing revenue operations, driving profitability, and building executive teams capable of durable growth. Her career spans senior leadership roles at BenchPrep and Wiley Education Services, where she led revenue growth, customer retention, and M&A.

Martinell will oversee company operations and partner closely with the executive team on strategy, revenue performance, and long-range planning. She is based in Chicago.

Tomlinson joined WorldQuant Learning in 2024 and has led product and technology strategy through the build and launch of Keystone, which entered Early Access in April 2026. He brings more than two decades of experience leading product and technology organizations in education technology, including as Chief Technology Officer at Top Hat and Chief Product and Technology Officer at Blackboard, where he led the company’s cloud transformation and architecture modernization.

Tomlinson leads all aspects of product engineering, platform architecture, and technical operations. He is based in Seattle.
